CARBON BORDER ADJUSTMENT MECHANISM

The Carbon Border Adjustment Mechanism – the so-called carbon tax – is an EU instrument that charges for CO₂ emissions contained in imported goods, according to Regulation (EU) 2023/956 of the European Parliament and of the Council

To whom it concerns

It concerns importers of the CBAM goods listed below originating from countries outside the EU, namely in the case of total imports of goods of all CN codes with a total net weight above 50 t/year. The weight threshold does not apply to electricity and hydrogen.

CBAM Approved Declarant Registration

It will not be possible to import CBAM goods without registration, the exception applies to applications submitted by 31. March 2026.

Continuous emission recording from your imports

Even though the first annual declaration shall be submitted after the end of 2026 (by 30.09.2027 at the latest), the importer must already now

- keep regular emmision records and collect the necessary information and documents

Emissions verification

In the case of reporting actual values, it is necessary to have emissions verified by an accredited verifier.

Purchase of CBAM certificates from 01. February 2027

which will be used to pay the so-called carbon tax. The importer will be required to hold at least 50% of the certificates corresponding to the emissions in the goods throughout the year. The obligation will be checked quarterly.

Annual statement

The annual CBAM statement for 2026 must be filed by 30. September, 2027 and purchased certificates for emissions embedded in their imports in 2026 must be discarded.

If importers can prove that a carbon price has already been paid during the production of the imported goods, the corresponding amount can be deducted.
